David, I completely agree with how you’ve framed and supported your argument. That said, I’m always dubious of these kinds of rankings. Because the perspective that only time can give is often determinative. For instance, Hoover was in most ways a terrible president. Arguably one of the worst, but he appointed the Wickersham Commission. This body produced the first widespread and systematic study of American police practice. The volume titled Lawlessness in Law Enforcement ushered in an era of reform and needed introspection about police and their regulation. Does that one act erase the fact that Hoover was one of the most ineffectual presidents in history? No, but shows that even the worst among them usually prompt something positive. Not sure what (if anything) that’ll be for Trump but time will tell.
